Town of Stettler council approved tenders for three upcoming projects at the Stettler Recreation Centre.

The funding, which totals an estimated $459,893, will be used to to install LED lighting and to upgrade the ceilings and sound systems in the twin arenas.

Council approved both the LED lighting and the low emission ceiling with a projected cost of $375,936 in the 2018 capital budget.

When council received the completed tenders on May 1 they totaled $390,976, or a $15,000 shortfall. This included a 10 per cent contingency for cost overruns.

The town also budgeted $45,000 in the 2018 capital budget to replace the 22 year-old sound system in the red and blue arenas.

LED lighting upgrades

The largest single expense was for the LED lighting upgrades throughout the arenas and auxiliary areas. Council received seven compliant bids, and awarded the tender to Triple A Electric for $238,199.

Of the total $390,976 cost for the LED lights and ceiling, $193,822 will be covered by provincial TAME grants for projects that implement high efficiency lighting retrofits in existing municipal facilities.

The remaining balance will be covered from the 2018 capital budget.

Low emission ceiling

Only one tender was received for the bid on the low emissivity ceiling. Boald Construction Management will complete the work for a cost of $152,777.

The low emission ceiling will improve the insulation value in the SRC, and also reduce the refrigeration load in both rinks by cutting down the energy needed from the ice plant.

Arena sound system upgrades

The $45,000 project also included money to install charging stations in the main foyer, and to replace the speakers in The Hub.

After these were installed, a budget of $39,868 was left over to upgrade the speakers in the Red and Blue arenas.

Pro Sound Communications came back the cheapest of two tenders at a cost of $65,635 plus GST, or a $25,766 shortfall.

Council heard the audio work must be completed prior to the lights and ceiling construction. Speakers will be installed along the walls, instead of in the centre of the rink for better sound quality.

These upgrades are not to be mistaken with recent discussions on the next phase of the SRC. Council may decide to add an expansion wing to the recreation centre if provincial or federal funding becomes available in the future.
