Stettler sends capital projects back to drawing board

Bids come in higher than expected

The Town of Stettler had five bids for its sewage lagoon desludging project but only four were accepted because the fifth was after the deadline.

Of the four bids, only one was considered because three of the bids were deemed non-compliant. The bid came in at $842,000, which exceeded the $350,000 budgeted in 2018 capital expenses. Administration recommended that the scope of the project be changed, and a new request for tenders submitted.

Council approved the administration’s recommendation.

The second item Robbins spoke on was about the expansion of the town’s snow dump. The town has to remove almost two-and-a-half times the amount of topsoil expected at the site, causing an added expense of hauling clay in to the site to build the snow dump. The project, while remaining on budget at the approved cost of $100,000, would require a change to how the budget is spent. Administration asked permission from council to reduce engineering fees to $10,000 and to increase the budget paid to Northstar Trucking to just over $50,000 plus a $10,000 contingency fund.

Council approved the administration’s recommendation.

Other council highlights:

• Red Deer Watershed Alliance requested their 2019 funding of $0.50 per capita. It was approved on a motion by Coun. Scott Pfeiffer.

• Council discussed the results of a Tax Auction which resulted in zero bids and the town maintaining ownership of the property. On a recommendation by CAO Greg Switenky council decided to not do anything with the property at the moment, noting that the owner does have it listed for sale, and if it sells, they will get the taxes owed through the sale.
