Bashaw council reviewed proposed language changes in the joint use agreement with the Battle River School Board during its Feb. 19 meeting.
The agreement is a requirement under both the Education Act and the Municipal Government Act, outlining each party's expectations and requirements when using the other group's facilities or resources. The proposed changes to the agreement mainly concern extra caretaking services and related costs.
Council Kyle MacIntosh removed himself from the vote due to a conflict of interest on the matter. Coun. Cindy Orom motioned to accept the proposed language changes. The agreement will now be sent to the school division for them to review.
Bylaws
Council held second and third readings for bylaw 831-2025. The bylaw allows the town to amend Master Rates, and the related schedules set by the previous bylaw 760-2014. The first reading had been held at a previous meeting. The second reading was passed with a motion from Bryan Gust. The third reading was then approved with a motion from Coun. Orom.
Bylaw 830-2025 was reviewed by council. The proposed bylaw would see 21 properties that are currently Direct Control districts, be reduced to five. The bylaw also creates 4 different direct control districts to address various concerns within the existing bylaws, particularly clarity regarding development options.
An open house had been held previously to address the proposed bylaw after options had been presented by Vicinia Planning and Engagement. Vicinia had been contracted to assess the direct control districts and help find solutions to concerns that have been presented to the Town.
Coun. McIntosh motioned to hold the first reading of the proposed bylaw. Administration will now proceed to advertise the proposed bylaw as required and make it available for public review.
The last bylaw reviewed was bylaw 832-2025. This land use amendment had been requested by the landowner and would see their property classification go from Industrial to Highway commercial. It was noted that although the parcel that would be affected is at the end of Main Street, it is near other properties that are already designated similarily, and therefore would have no negative effects.
Coun. McIntosh motioned to hold first reading of the bylaw, and the motion was carried.
Council then adjourned the public portion of the scheduled meeting, to discuss several issues in a closed session.
